Declaring an Incident Out
Dispatchers or Incident Owners can declare and incident out from the Incident Information page provided the incident acreage is greater than zero, the unique fire identifier is complete, and WFDSS is the Authoritative Data Source for those elements according to IRWIN. After declaring an incident out, the incident and its decision content will lock permanently in WFDSS and few additional edits are available.
Once an incident is declared out, you can no longer perform the following tasks:
- Modify the Incident Name
- Edit the unique fire identifier; this value is locked.
- Delete the incident out date (except National Editors)
- Complete a periodic assessment
- Create or modify decision content including:
- Planning Areas
- M.A.P. and Incident Obj. shapes
- FMU List
- Management Action Points
- Incident Objectives and Requirements
- Strategy and Action Items (COA)
- Estimated Final Cost and the Cost Estimation Method
- Publish a decision
- Update relative risk or Organizational Assessment
- If this information is updated in another application through IRWIN, the information is also updated in WFDSS even if the incident has an out date in WFDSS.
Once an incident is declared out, you can perform the following tasks:
- Transfer incident ownership
- Grant incident editing privileges
- Run fire behavior and the Stratified Cost Index models
- Modify the:
- Incident location
- Incident cause
- Discovery, Containment, Controlled, and Out dates and times
- Jurisdictional agencies
- Upload or add a final fire perimeter that automatically adjusts the Latest WFDSS Perimeter Size (acres.)
- Create fire perimeters, points of interest, and analysis shapes from the Situation Assessment and Analysis maps
- Create, edit, and publish custom reports
- Create or upload fire perimeters and analysis shapes using the Feature Information copy
- Delete shapes provided they are not used in any decision or analysis content
- Upload images and save map images
- Create, update, and delete the FireCode
- View decision content
- Download incident decisions for printing and/or electronic storage
- View completed fire behavior analysis outputs and create additional outputs, if needed
To declare an incident Out:
- Navigate to an incident by doing one of the following:
- Click View Information. The Edit Incident Information page appears.
- Verify that the incident information is accurate and complete.
- Verify the Unique Fire Identifier, Incident Size, Responsible Agency and so on.
- Choose to view the Incident Situation Map and review shapes that are associated with the incident.
- Choose to review the incident objectives associated with the incident.
- Choose to verify that the selected course of action is current.
- Choose to enter an estimated final cost.
- Choose to ensure that any pending decisions have been published as appropriate.
- Choose to verify that this information is current.
- On the Edit Incident Information page, scroll down to the Out Date field and enter the date and time that the incident was declared out.
- Click Save. A message appears asking if you are sure you want to declare the incident out.
- Click OK. The incident is now out and much of the incident information is no longer editable.
