Entering Strategic Objectives and Management Requirements
Data Managers can create Strategic Objectives and Management Requirements for their units. Text can be edited if the objective or requirement has not been activated. Once created, Strategic Objective text can be associated with appropriate FMU or Strategic Objective (SO) codes if the codes and associated spatial data have been enabled in WFDSS. Management Requirement text can be associated in a similar way, to either an FMU or SO code or applied unit-wide. Use the following guidelines to create effective Strategic Objectives and Management Requirements:
- Be consistent with the approved management and fire management plans.
- Make sure you understand the difference between strategic objectives and management requirements.
- If an FMU or SO code already has Strategic Objectives and Management Requirements listed for it, review the list first to avoid duplication.
- Use active verbs and directive language (e.g., Ensure, Identify, Contain, Apply, etc.)
- Be specific about conditions that the requirement applies to (e.g., Allow Wildland Fire Use only when Beaverhead RAWS, 7-day average ERC-K is below the 95th percentile.)
- Be concise.
- Be consistent in the way you enter the objectives and requirements for your unit. For example, if you use the table format to describe your objective or requirement, use the same format for all of them. (Doing so helps maintain a consistent format to the decision and incident reports.)
- Where applicable, associate the Strategic Objective or Management Requirement to the appropriate unit shape.
Strategic Objectives and Management Requirements always display in ascending order, and the order they were entered.
CAUTION: Once a strategic objective or management requirement is Activated, it can no longer be edited or deleted. Be sure that the objective or requirement is worded exactly the way you want it before activating it.
To enter Strategic Objective text:
- From the Incident List, choose . The Strategic Objectives page appears.
- Select the Geographic Area, Agency, and Unit you want to enter objectives for. If Strategic Objectives or Management Requirements already exist for the unit selected, they will appear in the list at the bottom of the page.
- Click Create Strategic Objective. The Create Strategic Objective page appears.
- Select the FMU or Strategic Objective (SO) Code you want to enter Strategic Objectives for.
Note: FMU or SO Codes that appear in the list represent the spatial FMU or SO shapes that Data Managers submitted to their agency WFDSS Data Contact for uploading. If the Code you want to develop text for does not appear in the list, the associated FMU or SO shapefile for that administrative unit may not have been uploaded to WFDSS yet (shapefiles are uploaded to WFDSS on a quarterly schedule). If this occurs, you can continue to create text and associate a code/shape at a later date.
- Select a Standard Objective from the drop-down list, or enter a Strategic Objective in the Description field. You can use the toolbar to format the text however if needed, and you can copy/paste from MS Word.
- Click Save. A message appears saying that the Strategic Objective has been successfully created.
- Click Return. The Strategic Objectives page re-appears with your newly entered objective displayed in the list, sorted by FMU/SO Code.

To enter Management Requirement text:
- From the Incident List, choose . The Strategic Objectives and Management Requirements page appears.
- Select the Geographic Area, Agency, and Unit you want to enter Management Requirements for. When Management Requirements already exist for the unit selected, they will appear in the list at the bottom of the page.
- Click Create Management Requirement. The Create Management Requirement page appears.
- Select the FMU or Associated Shape you want to enter Management Requirement text for.
Note: Only activated FMU Codes appear in the list. When the FMU Code you want doesn't appear in the list, verify that the FMU Code is activated; check with the agency's WFDSS Data Contact to see if the FMU shapefile has been uploaded. Associated shapes are used if the Spatial Fire Planning Process is selected for a unit. If the Associated Shape you want doesn't appear in the list, a Data Manager can create or upload the shape themselves.
- In the Description field, enter the Management Requirement. You can use the toolbar to format the text however you need to, and you can copy/paste from MS Word.
- Click Save. A message appears saying that the Management Requirement has been saved.
- Click Return. The Strategic Objectives page re-appears with your newly entered requirement displayed in the list.
